The project is a good example of how government is realizing the business strategies available when technology can help to effectively re-engineer the civil service. It is also closely related to the trend in which business and government organizations are outsourcing much more than IT departments — we are now seeing entire departments such as HR, accounts payable, inventory management or other departments being outsourced.
A good read for anyone interested in e-government; the integration of human resources to the Web, and outsourcing.
